Steven D. Lesser Senior Counsel

Steve is Senior Counsel in the firm’s Government Relations and Legislation Group. With more than 30 years in the public sector, Steve advises clients regarding public utility and energy industry matters.  In particular, he has addressed legislative and regulatory issues in all aspects of utility regulation, from regulated to the wholesale and retail markets.

Steve has extensive experience working with Regional Transmission organizations and the Federal Energy Regulatory Commission.  He has worked with industrial and commercial businesses regarding economic development projects.  Steve also has participated in the drafting of legislation and rules impacting the trucking and railroad industries.

Most of Steve’s experience and insights are gained from his career with the Public Utilities Commission of Ohio (PUCO).  During his tenure with this state agency, he held multiple positions including Deputy Director of the Transportation Department, Administrative Law Judge/Attorney Examiner in the Legal Department and Chief of Staff, culminating in a five year term as a PUCO Commissioner.  He also served as Law Director for the Village of Hanover in Licking County, Ohio.

Steve is a noted author and presenter.  He has presented at a diverse array of energy industry conferences including the National Energy Marketers Association Conference, Ohio Energy Management Conference and the America Wind Energy Association Conference.  He presented at a gathering of the FirstEnergy government relations professionals from 10 electric utility operating companies in Ohio, Pennsylvania, West Virginia, New Jersey, Maryland and New York at their conference in Columbus, Ohio.  He also gave a presentation on “Deregulation versus Regulation” focusing on the goal of deregulation and an assessment of the current state of the energy industry. 

Active in the Columbus community, he is currently a board member for the Tifereth Israel Synagogue.

 He joined Calfee in 2015.
